3 objectives have been addressed by Jean-Claude Juncker at the annual state of union speech:
- Both rural and urban households to have access to download speeds of 100Mbps, which can be upgraded to 1Gbps.
- Universities, schools, transport hubs, research centres, hospitals and all providers of public services should have access to 1Gbps connection.
- Major roads, railways and urban areas to receive consistent, reliable 5G coverage, with one major city in each EU member country receiving 5G coverage by 2020.
A proposal of a European Communications Code Is in place alongside the objectives above. This code orders €500 billion to be raised in order to complete these plans. Primarily the money is to come from the private sector. The European Commission believes this code will be a huge lift for the economy with the creation of 1.3 million new jobs and boosting GDP by £776 million by 2025. This new code aims to entice private companies to invest into high-quality infrastructures.
Improvement of consumer protection rights for EU residents allows users more power to switch suppliers and give more reasonably priced internet contract options to vulnerable groups such as the elderly and the disabled.
Digital Economy and Society commissioner Günther H. Oettinger said: “Connectivity is a key prerequisite for Europe’s digital future: The internet of things, digitisation of industry, cloud, big data – all this demands secure and ubiquitous connectivity, with the best speed and quality”
“Europe has the ambition to lead on the development of 5G. It is time to move to a gigabit society and make sure all Europeans, whether in the countryside or in cities, can get access to a quality internet connection.”
